LOCALISED delivers tools to empower local governments, businesses, and citizens for climate action
The LOCALISED Project (2022–2025) successfully concluded this autumn, after four years of collaboration aimed at supporting local and regional authorities in advancing climate mitigation and adaptation strategies. The main goal of the project was to develop integrated, science-based tools to support key actors in the local climate transition, aiming to bridge the gap between scientific knowledge, governance, and action, specifically:
- For local and regional governments, the CAST Tool (Climate Action Strategiser) and the Data Sharing Platform (DSP), two free and complementary tools providing detailed decarbonisation pathways, climate projections, and data down to the local level, support the planning of mitigation and adaptation actions and link local measures with SDGs and SECAPs. - For businesses and the private sector, the project created the free Net-Zero Business Consultant (NZBC) and the free Sustainable Business Model Canvas (SBMC / LSBMC), providing guidance, self-assessment, and decision-support tools to redesign business models towards sustainability and carbon neutrality. The IREC teams from the REACT and Power Systems departments, involving Jordi Pascual, José Luis Domínguez, Soledad Ibañez Iralde, Enric Mont Lecocq, Albert Gili, and Pol Paradell, played a central role across several work packages of the LOCALISEd project. They led the development and integration of the SDG Oriented Indicators (SOIs) linked to SDGs, and SECAPs into the CAST Tool, ensuring consistency between local planning frameworks and European climate objectives.
IREC also created the Local Sustainable Business Model Canvas (LSBMC), linking sustainability indicators with business innovation to foster viable local investment models, and developed a vulnerability map of the energy grid to assess climate-related risks at the regional and local scales. Moreover, IREC contributed to other major project components, including the Net-Zero Business Consultant, the Citizen Engager, and related testing activities, reinforcing its commitment to integrated, data-driven, and participatory approaches to climate action. IREC’s contributions highlighted the importance of integrated planning, emphasising the need to properly assess indicators, strategies, and monitoring processes to achieve coherent and measurable climate action.
